You are El Presidente, a dictator that has his, or hers, own topical nation island. The game has a lot of charm and humor, which you can see all over the place. Gameplay is not made for large scale sandbox playing, instead it's heavily oriented towards the campaign missions, but don't worry, here, it has you covered. The "Modern Times" expansion brings a lot to the table, like new buildings and a new campaign. The campaigns follow a story and you get to do all sorts of crazy stuff including getting (Twitter?) followers and managing a hiccup outbreak. Every person on the island is tracked individually, you can click on them and see all sorts of data and their thoughts. Here you can also issue arrest warrants, bribes, brand them as heretics, eliminate or arrange "accidents".
Unfortunately not everything is happy and sunny, there is a lack of micro-management that I believe is necessary. For instance I had a pretty big problem when instead of exporting what I considered excess food, my subjects decided to first hoard a lot of the food at the market instead of a more balanced approach. "Modern Times" times comes with a lot of newer versions for a lot of buildings, unfortunately you're stuck with a pretty inefficient system for the transport of goods, which becomes a bigger and bigger bottleneck as your city develops.
Pros: charm and humor.
Cons: doesn't scale well for larger cities, lack of some management options.
